Yes, editing a high precision number is tedious. Ctrl and Shift keys are used to speed up dragging or clicking buttons, and for lower precision numbers it works fine. The C controls have variable speeds depending on the zoom level for convenience, but it's not good for very fine control. If the default were finer, it would be too slow for general use. I haven't used the Alt key so I could make that do very slow changes, but to get arbitrary adjustment (eg here you want variation at the 8th or 9th decimal) would require something more flexible.
Here is another way: with Julia Exploring enabled, set Julia Precision to about 5, and move the mouse around the center of the preview; when it's where you want, press the J key.
